ROLE PURPOSE:
The post is an emergency health response position where the incumbent expects to provide technical and operational support in regard to disease outbreak responses (AWD) in Gedo Region. The position holder is also expected to play a consistent and high-quality technical role in relation to case management and will assist, PHEM/, strengthen the surveillance system, and oversee the quality of case management. The position holder is responsible for closely working with the RHB, DHO, Trocaire, WHO, and stakeholders in regard to strengthening surveillance and outbreak responses.

- Experience in development and humanitarian work gained in professional work inside and outside LIDOSOM NGO.

- Decisions on programs, especially if involved in assessment, can be fundamental to whether a program takes place, and its shape, size, and quality.
KEY AREAS OF ACCOUNTABILITY:
Technical
- Ensure patients are properly admitted and received the required basic care.
- Facilitate consultations and medical procedures
- Carry out basic patient care and case management as per the MOH protocols.
- Ensures that patients requiring care received appropriate assistance especially in regard to patient feeding and hygiene
- Ensure proper admission, assessment of patient’s health, and identification of emergency situation or any deterioration,
- Conduct health education as required
- Facilitate training of staff with special focus in following all appropriate protocols and procedures and ensuring quality cases management.
- Ensure documentation of patient records and confidentiality of patient records,
- Ensures proper waste management: separation of different kinds of waste, correct use of sharp boxes.
- Ensure availability of cases management-related technical guidelines and reporting formats.
- Ensure quality of clinical procedures in regard to patient’s cases management.
- Support follow up of cases admitted, through consultations and examinations, prescribing the necessary treatment procedures following MOH protocols.
- Provide technical leadership for assessments, ensuring assessment findings are documented and analyzed, and that all assessments include a specific analysis of children’s needs
- Responsible for the training of health worker’s cases management and surveillance.
- Ensure patients records and clinic registers/line lists are completed according to MOH requirements.
- Ensure use of established reporting formats for data collection, analysis and report.
- Work with logistics to ensure medicines and medical supplies management.
- Oversee and ensure that the referral system is functioning.
- Represent at relevant coordination meetings, and bilateral meetings with local health authorities and partners.

Job Requirement
QUALIFICATIONS AND EXPERIENCE
Essential
- BSc in Nursing.
- Minimum of four years of working experience out of which two-year’ experience in clinical management, outbreak response, and PHEM.
- Experience in outbreak response
- Proficiency in spoken and written English, and Local language.
- Good technical knowledge of policy and practice in the field of AWD cases management and treatment procedures as well as other cross-cutting issues
- Computer literate in word processing and Excel packages and soft wares like Auto cad, water cad
Desirable
- Ability and willingness to frequently travel to villages and willingness to reside in rural areas
- Training on AWD case management.
- Willingness to work additional hours in order to meet tight deadlines
- Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long-distance walking to distribution sites
- Good interpersonal and communication skills
- Experience in closely working with regional and district Offices
- Previous experience working for NGOs as an asset
