Introduction:

Somali Livelihood Initiative and Disability Organisation (LIDOSOM) is an independent humanitarian, non-profit, non-governmental, non-partisan, relief and development organisation that supports people living with disability, women and children to build better lives through social integration, skill-development and have useful representation in all aspects of their lives. LIDOSOM is registered under the Ministry of Internal Affairs of the Federal Government of Somalia. Our interventions were implemented primarily in South and Central Somalia, ensuring accessibility and efficiency in our operations:

Head Office: Located in Luuq, Gedo, Somalia, this office serves as the central hub for all strategic planning, coordination, and management activities, reinforcing LIDOSOM’s deep connection to the local community in Gedo.

Sub-Office: Situated in Mogadishu, Banadir, Somalia, this office enhances LIDOSOM’s ability to manage and implement programs in urban and peri-urban areas, ensuring a responsive approach to the needs of diverse communities in the region.

LIDOSOM focuses on delivering integrated support to vulnerable populations in Somalia. Our interventions span key areas such as WASH (Water, Sanitation, and Hygiene), Health, Nutrition, Protection, Shelter, Education, and Food Security and Livelihoods (FSL). The organization’s services target a range of marginalized groups, including women, children, the elderly, people with disabilities, and minority communities, aiming to provide comprehensive and sustainable humanitarian aid.

Purpose of the Assignment 

LIDOSOM is creating a pool of qualified and skilled enumerators to collect enriched information through community-based assessments and surveys, enhancing the quality of its programs. This pool of enumerators will support various data collection activities, including post-distribution monitoring, rapid need assessments, baseline studies, mid-term reviews, and final evaluations, based on LIDOSOM’s project requirements.

Main Duties and Responsibilities

– Assist the LIDOSOM Monitoring and Evaluation (M&E) department in collecting data as per program and project needs.

– Understand questionnaires thoroughly before conducting interviews with respondents.

– Ensure timely submission of data collected daily.

– Maintain effective communication with M&E officers and field colleagues.

– Respond to data quality checks by M&E officers during and after data collection.

– Report field challenges to assigned M&E officers promptly.

– Represent LIDOSOM professionally during data collection engagements.

– Conduct key informant interviews and focus group discussions as required.

– Ensure accuracy, consistency, and completeness of survey responses during interviews.

– Conduct data collection in hard-to-reach and remote areas, demonstrating adaptability to challenging environments and ensuring inclusivity in survey responses.

– Uphold strict adherence to LIDOSOM’s ethical guidelines and protocols for data collection, especially in vulnerable and sensitive contexts.

– Utilize digital data collection tools (e.g., ODK, KOBO) efficiently, ensuring the integrity and security of collected data in remote locations.

– Facilitate translation and interpretation when required to bridge language barriers with respondents in diverse communities.

– Collaborate with community leaders and local representatives to gain access and ensure smooth data collection processes in hard-to-reach areas.

– Adapt to flexible working hours, including weekends and holidays, to accommodate the logistical challenges of remote data collection.

– Conduct household surveys, observational data collection, and community-based participatory assessments in line with project requirements.

– Participate in training and capacity-building sessions to enhance skills and align with LIDOSOM’s data collection standards.

– Ensure all data collection equipment and tools are well-maintained and functional during field assignments.

Skills and Qualifications

– A diploma or degree in social sciences, public health, research and statistics, education, economics, administration, development studies, monitoring and evaluation, or related fields.

– Somali nationality and willingness to travel across Somalia, including Gedo and Banadir regions, as well as other remote and hard-to-reach areas.

– Previous experience in conducting data collection with national or international organizations, private research institutions, or humanitarian agencies.

– Proven ability to work in challenging and complex environments, including conflict-affected or underserved regions.

– Experience and knowledge of digital data collection tools such as ODK and KOBO platforms, with the ability to troubleshoot technical issues during data collection.

– Proficiency in both Somali and English, with strong communication and interpersonal skills to interact effectively with diverse communities.

– Ability to manage and operate digital data collection platforms using Android smartphones and ensure proper handling and maintenance of equipment.

– Demonstrated reliability, consistency, and trustworthiness to complete assignments within deadlines and maintain high-quality outputs.

– Strong organizational and time-management skills to handle multiple tasks effectively and meet project timelines.

– Knowledge of local context, cultures, and languages in the areas of operation, enabling effective engagement with target populations.

– Flexibility and adaptability to work in dynamic and changing conditions, including willingness to work extended hours or during weekends when necessary.

– Ability to work independently with minimal supervision while maintaining accountability to supervisors and the broader team.

– Proven problem-solving skills and ability to address challenges encountered during data collection promptly.

– Commitment to professional growth, including a willingness to participate in training and capacity-building activities provided by LIDOSOM.

Scope of Work and Conditions 

Selected individuals will remain part of LIDOSOM’s pool of enumerators and will work in LIDOSOM’s operational areas. Assignments will be based on project needs, and the duration of active participation in the pool will depend on successful performance in data collection engagements.
